1: Acquire all the vacant lots on Delaney Avenue. Below are the owners, addresses and value of these lots. By controlling these properties we will be able to reshape and reduce criminal behavior in our community. Protect our property from loitering and be allowed further develop this area in the future with public or private parking lot.


Total Property Line Measurements = 666 ft at $20 per foot equal about $13,320 for Chain Link Fencing place around complete parameter. Plus property costs at about $10,000 of total costs of about $13,320 = $10,000 = $23,320 plus extra fees for insure all payments are made on time = $25,000 set aside.


Estimated Costs for Property Acquisition and Current Owners:


Herbert Kelly Lot 948 S DELANEY AVE: 244 ft and the area is 3,600 sq ft = $1,522 - offer $1,500 to $2,500


Austin Bertha Estate lot 115 E HAL MCRAE BLVD: 365 ft and the area is  8,300 sq ft = $3,225 - offer $3,200 to $4,000


Alphonso Williams: 111 E. Hal McRae: 223 ft and the area is 1,390 sq ft   =$525 - offer $500 to $800


Alphonso Williams: 123 E. Hal McRae: 280 ft and the area is 4,400 sq ft = $1,575  offer  $1,500 to $2,000


Lujuana Clarkson: 952 South Delaney Avenue: 388 ft and the area is 6,911 sq ft = $3,440 offer $1, because it was willed to me.


At most costs: $9,300 - $10,000


Total cost: $25,000 to purchase and fence off property.


Secondly in coordination with the city of Avon Park as a corporation we can enter into a deal with the city to complement the SRA redevelopment plans which include the CDBG to fix the roads, bury the telecommunications cables, stop the flooding and not we can address parking.


Buy our purchases these properties many with liens due to property removal at their cost and the city's discretion, my understanding of the law is that the lien doesn't follow the new owner the only thing that follows the property is the back taxes.


Therefore while this vacant lot owners cannot build on these properties, but they must continue to pay their taxes and unless they payoff the lien they cannot utilize the property for anything other than upkeep which they are responsible for.


Therefore we will pay market value to all property owner who own vacant lots on the Delaney Avenue. This way they can cash out and as a new owner, I can develop on it.


I will than negotiated with the city as a non profit entity who owns this strategic piece of property to the promotion of the new port CDBG Delaney Avenue.


The 2011 Florida Statutes - 163.358 -


 (4)The power to approve the acquisition, demolition, removal, or disposal of property as provided in s. 163.370(4) and the power to assume the responsibility to bear loss as provided in s. 163.370(4).

 (5)The power to approve the development of community policing innovations.

 (6)The power of eminent domain.


The key is eminent domain: I would than like for the city to purpose this property for our corporation, who is not profit on the grounds of building a party lot to accommodate the surrounding businesses.  Our prince is negotiable and will start $30,000, as well as inclusion on  parking lot policies.

Martial law: Under the Emergencies Act:

God outranks all man or spirit by fair is the test, either prove me wrong or follow me.

Martial law is the imposition of the highest-ranking military officer as the military governor or as the head of the government, thus removing all power from the previous executive, legislative, and judicial branches of government.

It has come to my attention that too many Americans are sleeping in the streets and in substandard house, meanwhile over 3,000,000 homes are in foreclosure and in Florida alone almost 1,000,000 become vacant throughout the Spring - Summer – Fall months.

The Homeless American Act has two purposes:
In order to account for the missing and the homeless and to prevent the collapse of the American Real Estate Market, for the duration of the nation under martial law, I hereby, place America on location oriented controlled curfew. It is simple, once your leave you home abandoned for 30 days, it falls under the squatters laws of the State of Florida.  Therefore 30 days is hereby the legal definition of an abandoned property.

The Fact Patten:

1.     American Accountability - On average, 90,000 people are missing in the USA at any given time, according to Todd Matthews from the National Missing and Unidentified Persons System, or Name Us, a national database for missing people.
2.     As of January 16, 2010 02:36 PM - Record 3,000,000 homes in foreclosure
3.     RealtyTrac, the online marketer of foreclosed homes, reported that one in 45 households -- or 2,824,674 properties nationwide -- were in default last year. That's 21% more than in 2008, and more than double 2007's total
4.     Foreclosed Homes List – Florida check list and find a home.
5.     In 2005, an estimated 100 million people worldwide were homeless, and as many as 1 billion people live as squatters, refugees or in temporary shelter, all lacking adequate housing.[8][9][10] In western countries, the large majority of homeless are men (75–80%), with single males particularly overrepresented.[11][12][13]

I grant the authority of the National Community Network, INC to enforce this executive order upon these three agreeing signatures, John J. Gotti, Janet D. Jackson and Maria Sutherland, upon the complication vetting process by my Legal Team, under Florida law.
